25凡此者 非以爲苟勞而已 將以馴致服習天下之心 使不至于扜格而難操也무릇 이렇게 한 것은 구차히 수고로운 짓을 하고 마는 것이 아니라 장차 천하天下 사람들의 마음을 길들여 복종시키고 익숙하도록 만들어, 하여금 서툴러서 기물을 사용하기 어렵게 되는 데 이르지 않게 하려는 것이었습니다.
26及至後世 壞先王之法 安於逸樂 而惡聞其過그런데 후세에 이르러서는 선왕先王의 법을 파괴하여 안일安逸과 향락享樂을 편안히 여기고 자신의 잘못을 듣기 싫어하였습니다.
27是以 養尊而自高 務爲深嚴 使天下拱手 以貌相承而心不服이 때문에 군주가 지나치게 몸을 보호하여 스스로 높은 체하고 되도록 엄격하게 사람들을 대하여, 천하天下 사람들로 하여금 공손히 손을 모아서 모양으로만 받들고 마음은 복종하지 않도록 만들었습니다.

34創業之君 出於布衣 其大臣將相 皆有握手之歡 凡在朝廷者 皆有嘗試擠掇 以知其才之短長창업한 군주는 포의布衣의 출신이기 때문에 대신大臣과 장상將相들과 모두 손을 맞잡고 좋아하는 마음이 있었고, 무릇 조정에 있는 자들은 모두 한번 시험해보아 버리고 취함이 있어서 재주의 장단점을 알았습니다.
35彼其視天下 如一身 苟有疾痛 其手足 不期而自救 當此之時 雖有近憂 而無遠患저 고조高祖는 천하天下를 보기를 자기와 한 몸처럼 여겨서 만약 질병의 고통이 있으면 손과 발이 기약하지 않아도 저절로 구원하듯이 하였으니, 이때를 당해서는 비록 가까운 우환은 있었으나 먼 환란은 없었습니다.
36及其子孫 生于深宮之中 而狃於富貴之勢 尊卑闊絶 而上下之情疏 禮節繁多 而君臣之義薄그런데 그 자손에 이르러서는 깊은 궁중에서 생장하고 부귀의 권세에 익숙해서 군신간君臣間의 신분의 차이가 매우 현격하여 상하간上下間의 정이 소원해지고 예절이 너무 번잡해서 군신간君臣間의 정의가 박해졌습니다.
37是故 不爲近憂而常爲遠患 及其一旦 固已不可救矣이 때문에 가까운 우환은 되지 않았으나 항상 먼 환란이 되었으니, 하루아침 변란이 일어남에 미쳐서는 진실로 이미 구원할 수가 없었던 것입니다.
38聖人 知其然성인聖人은 이러한 것을 아셨습니다.
39是以 去苛禮而務至誠 黜虛名而求實效 不愛高位重祿 以致山林之士 而欲聞切直不隱之言者 凡皆以通上下之情也이 때문에 까다로운 예禮를 버리고 지극한 정성을 힘썼으며 헛된 명성을 내치고 실제 효험을 구하여, 높은 지위와 많은 녹봉을 아끼지 않고 천하天下의 선비들을 초치해서 간절하고 솔직하여 숨기지 않는 말을 듣고자 하였으니, 이는 모두 상하간上下間의 정을 소통하려고 한 것이었습니다.
40昔我太祖, 太宗 旣有天下 法令簡約 不爲崖岸 當時大臣將相 皆得從容終日 歡如平生 下至士庶人 亦得以自效옛날 우리 송宋나라의 태조太祖와 태종太宗께서 천하天下를 소유하시자 법령이 매우 간략하고 군신간君臣間에 간격을 두지 않으시니, 당시의 대신大臣과 장상將相들이 모두 조용히 하루를 마쳐서 평소처럼 즐거워하였고, 아래로 사士․서인庶人에 이르러도 스스로 자기 정성을 바칠 수 있었습니다.
41故 天下稱其言至今그러므로 천하天下가 지금까지도 그 말씀을 칭찬하는 것입니다.

49其四曰 吏民上書 苟小有可觀者 宜皆召問優(游)[慰] 以養其敢言之氣네 번째, 관리와 백성들이 올린 글 가운데 만일 조금이라도 볼만한 내용이 있으면 글을 올린 자들을 모두 불러들여 묻고 우대하여 용감하게 말하는 기운을 길러줘야 합니다.
50其五曰 天下之吏 自一命以上 雖其至賤 無以自通於朝廷 然人主之爲 豈有所不可哉다섯 번째, 천하天下의 일명一命 이상의 관리는 신분이 비록 지극히 미천하여 자신이 직접 조정朝廷에 통할 수는 없으나 군주가 이들과 의사를 소통하심이 어찌 불가한 일이 있겠습니까?
51察其善者 卒然召見之 使不知其所從來선善한 자를 살펴서 갑자기 불러들여 접견하시되 그로 하여금 어떻게 자신을 알고 불렀는지를 알지 못하게 해야 합니다.
52如此 則遠方之賤吏 亦務自激發爲善 不以位卑祿薄 無由自通于上 而不修飾이와 같이 하시면 먼 지방의 천한 관리들도 힘써 스스로 격동되고 분발되어 선善을 행할 것이요, 지위가 낮고 녹봉祿俸이 작아서 직접 윗사람에 스스로 통할 길이 없다고 생각하여 행실을 꾸미는 일이 없게 될 것입니다.
53使天下 習知天子樂善親賢恤民之心 孜孜不倦如此 翕然皆有所感發 知愛於君 而不可與爲不善이렇게 해서, 천하天下 사람들로 하여금 천자天子께서 선善을 즐거워하고 현자를 친애하고 백성을 구휼하시려는 마음이 부지런하고 부지런하여 게으르지 않으심이 이와 같음을 익숙히 알게 한다면, 천하天下 사람들이 모두 보고 감동하여 군주를 사랑할 줄을 알아 결국 함께 불선不善을 행할 수 없을 것입니다.
54亦將賢人衆多 而姦吏衰少 刑法之外 有以大慰天下之心焉耳그리고 또한 장차 어진 사람이 많아지고 간사한 관리들이 점점 적어져서 형법刑法 이외의 것으로 천하天下의 인심을 크게 위로할 수 있을 것입니다.

  1. 역주1 策略 五: 이 글은 仁宗 嘉祐 6년(1061)에 蘇軾이 올린 〈策略〉 5편 가운데 다섯 번째 편이다.
  2. 역주2 天何言哉: 이 내용은 《論語》 〈陽貨〉에 “孔子께서 ‘나는 말을 하지 않으려고 한다.’ 하시니, 子貢이 ‘선생님께서 만일 말씀하지 않으시면 저희들이 어떻게 道를 전수 받겠습니까?’라고 묻자, 孔子께서 ‘하늘이 무슨 말씀을 하시는가? 그런데도 四時가 運行되고 온갖 물건이 生長하나니, 하늘이 무슨 말씀을 하시는가?’라고 하셨다.[子曰 予欲無言 子貢曰 子如不言 則小子何述焉 子曰 天何言哉 四時行焉 百物生焉 天何言哉]”라고 보인다. 여기서는 황제가 침묵을 지키고 위엄으로 신하들을 대함을 말한 것이다.
  3. 역주3 秦二世唐德宗: 秦二世는 始皇帝의 둘째아들 胡亥로 始皇帝가 죽은 뒤 宦官 趙高와 李斯의 모의에 의해 二世皇帝로 즉위하였다. 在位時에 趙高에게 모든 정사를 맡겼는데, 陳勝과 吳廣이 봉기하자 곧바로 趙高에게 시해되었다. 唐德宗은 代宗의 태자 李适로 大曆 14년(779)에 즉위하였다. 즉위 후에 문란해진 租․庸․調의 세제를 兩稅法으로 바꾸는 등 政事에 진력하고 皇權을 강화하여 한때 중흥의 군주로 불리기도 하였다. 그러나 시기심이 많고 성품이 강퍅해서 공신들을 멀리하고 盧杞 등의 小人을 등용하여 조정이 문란해졌다. 이에 藩鎭들이 반란을 일으키고 長安을 점령하자 결국 京師(長安)를 버리고 奉天으로 파천하여 군신이 流離하게 되었다.
  4. 역주4 朝聘會同燕享: 朝聘은 고대에 제후들이 정기적으로 天子를 朝見하는 것을 말한다. 《禮記》 〈王制〉에 “諸侯는 天子에 대해서 매년 한 번 小聘을 하고 3년에 한 번 大聘을 하고 5년에 한 번 朝會를 한다.[諸侯之於天子也 比年一小聘 三年一大聘 五年一朝]”라고 보이는데, 鄭玄은 이에 대해 “比年은 매년이다. 小聘은 大夫를 보내고 大聘은 卿을 보내며 朝會는 군주가 스스로 간다.”라고 하였다. 그러나 실제에 있어서는 제후들끼리도 聘問을 하였다. 會同은 고대에 제후가 일이 있어 天子를 朝見하는 것을 會라 하고 여러 제후가 모여 함께 朝見하는 것을 同이라고 하였는데, 후대에는 군주가 백관을 朝會하는 것도 會同이라고 하였다. 燕享은 군주가 신하들에게 잔치를 베풀어 위로하는 것을 이른다.
  5. 역주5 歲時: 정월 초하루와 사계절의 명절을 이르는데, 《禮記》 〈哀公問〉에 “歲時로써 제사를 공경히 올리고 宗族을 차례한다.[歲時以敬祭祀 以序宗族]”라고 보인다.
  6. 역주6 致民讀法: 周나라 때에는 州長과 黨正이 정월 초하루와 歲時의 제사 때에 백성들을 모아놓고 1년의 政令과 敎法 등을 읽어주었는데 이를 讀法이라 하였다. 州와 黨은 지방의 행정 단위로 州는 2,500가호이고, 黨은 500가호이며, 州長과 黨正은 그 책임자이다.
