  1. 역주1 專任使: 이 글은 〈策別 課百官〉의 네 번째 편으로 본래의 제목은 〈策別 課百官 四〉이다. 本集에는 편 머리에 ‘其四曰專任使’ 여섯 字가 있다. 蘇軾의 策別은 모두 네 종류로 첫 번째가 〈課百官〉, 두 번째가 〈安萬民〉, 세 번째가 〈厚貨財〉, 네 번째가 〈訓兵旅〉로 총 17편인데, 〈課百官〉은 모두 6편이다. 仁宗 嘉祐 6년(1061)에 蘇軾은 制科에 응시하여 당시에 만연돼 있던 사회의 병폐를 해결하기 위한 策 25편(〈策略〉 5편, 〈策別〉 17편, 〈策斷〉 3편)을 지어 仁宗에게 올렸었다.
